The cities of Malmö, Helsingborg and Lund are jointly supervising the construction of a new tram network. This very large project qualifies for technical support from ELENA (European Local ENergy Assistance). The amounts granted are relatively small in comparison with the total project costs but have proved essential. By providing the funding for the recruitment of eight people responsible for designing and implementing the financial and investment plan, ELENA has made it possible to save precious time in terms of project preparation and implementation.

The impact of ELENA is also essential for the three Swedish cities in terms of co-ordination. The integrated approach encouraged synergies between the various stakeholders, each learning from the others’ experience, thus leading to significant savings.
