Will the future EU budget meet citizens' expectations?

On June 29th 2011, the European Commission published a proposal for the EU Multi-annual Financial Framework 2014-2020. Aimed at delivering EU 2020 goals the future budget should offer key mechanisms enabling the EU transition towards a low carbon and low energy economy.
This view is supported by an overwhelming majority of European citizens. According to the European Commission’s Eurobarometer, European citizens have aspiration to live in cities with a high quality of life. 83% of them agree that efficient use of natural resources can boost the EU economic growth. 89% of them believe that more EU funding should be allocated to support environmentally friendly activities and developments.
Energy Cities, representing more than 1,000 municipalities from all over Europe, has a vision of low energy cities with a high quality of life for all. Is there any chance that the future EU budget, through Cohesion policy, Research and Innovation, Climate Action, etc. will drive the transition towards low energy cities with a high quality of life for all?
Our position paper answers all these questions. We very much hope it will contribute positively to the current debate on the future EU budget.
