Together with other local authority networks at European and global levels, Energie-Cités is involved in a process aimed at getting local authorities recognised as indispensable players in the post-Kyoto strategy. This strategy is currently being defined and should be finalised in December 2009 at the next COP15 in Copenhagen. This is why we are taking part in the “Bali-Poznan-Copenhagen Road Map”.
Our position is consistent with the Covenant of Mayors “bottom up” process: ’”Mayors commit themselves on a voluntary basis and develop a process aimed at putting pressure to bear on the States and EU institutions, support EU negotiators and try to get cities from other continents involved. From a practical and democratic point of view, only local authorities can decide on the action they are going to take and it is up to them to commit themselves on a unilateral basis”.
It is not, therefore, a “top down’’ position whereby figure-based targets are imposed on local authorities by their Member States, regardless of the financial, legal and fiscal means available to them.
