Saint-Etienne is actually acting for sustainable energy. Notably two recent actions show the involvement of the city.
They "freeze" for sustainable mobility

Suddenly a group of around 50 people stop moving. They strike a pose on feet, with their bikes or even their roller-skates under the curious and amused gaze of their co-citizens. This "flash mob", organised in the frame of the French Sustainable Development Week, proved to be successful at surprising and catching the attention of the citizens to the sustainable modes of transport.
The following video was directed in this moment and allowed to further promote the action.
Energy-plus families !
In October 2011, the urban community of Saint-Etienne took part in the "Energy-plus families" competition (Familles à Energie Positive in French), whose goal is to implement the Kyoto protocole through a major challenge : decreasing -by teams- one’s energy consumption by 8%.
... And this is a family from the urban community who was awarded with the 1st prize, on May 14th 2011.
A website was entirely dedicated to the Climate Action Plan of the urban community. It is entitled with the French equivalent for "Everyone acts for climate". You can find further information there - in French.
