European Recipe Book to accelerate the implementation of the Covenant of Mayors
Building a national Covenant Club in a country is the opportunity to facilitate best practice exchange. Develop common priorities for action in terms of decentralised energy and territorial cohesion by bringing together Covenant Signatories and national stakeholders!
Through the exchange in the Covenant Club, cities can get inspired and thus
become a stimulus for the national government and the European Union.

Intracting: Internal performance contracting Intracting: Internal performance contracting

The municipal internal performance contracting scheme, also known as “Intracting” in Germany, is based on the “Contracting” concept but is entirely financed from municipal budget funds. The energy department finances cost-efficient energy and water saving measures. The savings made by the technical department or municipally-owned company on their energy bill are used to repay the energy department until full recovery of the investment capital.
