They invested 7 M EUR coming from the municipal budget, municipal fund (collected tenants’ rents) and commercial loans from the banks. The calculated pay-back period of this investment was 17 years in 2001 while thanks to the increasing energy prices it fell to 10 years in 2009.
In the very beginning it was very difficult to convince the tenants about the benefits of low energy building. Hardly anyone believed that it’s possible to achieve 65% energy savings. Ms. Drapalova personally participated in all meetings with citizens and tried to clarify the concept and get them on the board.
As soon as the first buildings were refurbished and the first results showed huge savings, the municipality launched a well targeted communication campaign. The comparisons of energy consumption in the old and refurbished buildings’, the financial savings made and the photos of the new attractive buildings were published on the website. Such a significant difference shocked the citizens. The city council had been invaded by letters and petitions from citizens who request the refurbishment to be made in their buildings as well. And the city goes on with more and more buildings.
Since the new funds are available now in the Czech Republic, such as the state program “Green light for savings” or the Structural Funds (the possibility to use 4% of ERDF on energy efficiency measures in buildings), Brno-Novy Liskovec plans to refurbish a part of its building stock in the passive standard!
The municipality welcomes now more and more visitors from the Czech Republic and abroad who hope to get the know-how and some inspiration for their own projects.
