Originally, a work group composed of members from the CJD Nantes-Atlantique (Center of Young Company Managers) and managers of the Urban Community "Nantes Métropole" and of the City of Nantes (FR) launched a reflexion on the link between Corporate Social Responsibility and public procurement.
Their 3 goals : giving a boost to responsible buying in public procurement, analysing the terms of taking global performance into account in this field, and encouraging companies to take this path.

The work group produced 2 tools:
- A report on Corporate Social Responsibility, its stakes, its relevance in public procurement, along with a list of 10 proposals to increase the performance of public procurement;
- A concrete methodology aimed at integrating the CSR critreria on public markets and examples of such criteria.

The City of Nantes has been a member of Energy Cities since 1996 and was joined by Nantes Métropole in 2006.
