Representatives of the World Bank and EBRD presented the existing financial sources for local authorities in Balkan countries. World bank emphasises that it will support especially the projects resulting in the creation of ESCOs, energy efficiency funds, financial intermediaries/credit lines and also residential buildings reconstruction programmes.
The recent project - Energy Efficiency 21 Programme - lead by the United Nations Economic Commission for Europe promotes and finance municipal projects in South-East Europe and the interactive project website (www.unece.org/ie) with all useful information will be operational in coming months.
Energie-Cités presented its activities and experiences of its members in inventing and realising the new energy future and the Covenant of Mayors initiative. EnEffect (Bulgarian Center for Energy Efficiency) - the Energie-Cités’ partner in the European MODEL project presented the Common Framework Methodology and Guidelines on how to put in place efficient local energy management in municipalities developed and tested by partners from 10 new member states and Croatia which are adapted to the needs of local authorities from Central and Eastern Europe and Balkan countries. A capacity building project run by the GTZ Open Regional Fund for South East Europe Energy aims to improve energy management in Balkan capital cities and pepare them for meeting the Covenant of Mayors objectives - Zagreb, Podgorica, Sarajevo and Skopje, with the German city of Freiburg as a model city. Three of them - Zagreb, Skopje and Freiburg are Energie-Cités members.
