Brochure on energy efficiency measures
Energy Efficiency Watch (EEW), an initiative driven by a group of MEPs, has recently published an assessment of the first National Energy Efficiency Action Plans submitted by Member States as part of their commitments under the 2006 Energy Services Directive (9% annual savings by 2016).

Energie-Cités has contributed to the work whose results are presented in the brochure “Promoting Energy Efficiency in Europe: Insights, Experiences and Lessons learnt from the National Energy Efficiency Action Plans”.
The authors conclude that energy efficiency is still not on top of the political agenda of many EU Member States. They ascertain that a major obstacle is still the lack of knowledge among private households, companies or public authorities. Only recently, members of the European Parliament had warned again that energy efficiency was likely to disappear from EU member states’ radar screens in the absence of a binding EU-wide target (see article on euractiv).
The document by EEW also gives a short overview on measures fostering the increase in energy efficiency such as financial incentives, standards, involving industry and service sectors or market-based approaches.
