100%RES - Recommendation 3 : Funding renewable energy production and energy efficiency

For cities and metropolitan areas, embarking on a 100% renewable energy path involves changing scale and supporting the development of renewable energy production in their own and surrounding areas. This support requires new tools. Capital contributions to renewable energy production projects enable the local authority to improve project viability by increasing the amount of equity, depending on the investment resources available to it.

100%RES - Recommendation 2 : Creating new urban-rural partnerships

Local governments want to get involved and participate in the economic development of their area together with new, game-changing stakeholders, cooperatives and smaller businesses. Rural communities with sufficient resources (forest, wind, agricultural waste, etc.) and space will be able to produce energy, as they already produce food, and “export” their surpluses (electricity, biogas, wood, etc.) to energy intensive urban areas with insufficient resources to meet all their needs.

#100%RES - Recommendation 1 : Giving long-term planning its rightful place

Having an ambitious vision of a desirable future and setting a course towards 100% renewable energy encourages and facilitates the engagement of the various local stakeholders and opens up new opportunities. It is important that long-term planning is given its rightful place in municipal action. Obviously, this long-term course must not be used to postpone measures aimed at reducing energy use and developing renewable energy. On the contrary, its purpose is to trigger a paradigm change whilst not losing sight of the desired objective.

The low-carbon future starts in buildings: Display® Campaign presented at COP 22

While last week’s COP22 highlighted the need for stronger North-South cooperation, Energy Cities presented in Marrakech the ADEME-supported Display® Campaign to cities within the Maghreb. During this side event titled ‘Display®, let your buildings talk’ Ian Turner provided a background of the Display® campaign and the success that it has achieved in Europe over the last decade. He explained how hundreds of cities across Europe have been able to interact with public buildings users’ to sensitise and communicate the importance of energy efficiency and water conservation in public buildings.

The Brussels Green Loan: another incentive encouraging Brussels citizens to energy retrofit their homes

Buildings are responsible for 72% of the energy consumed in the area of Brussels-Capital Region. Since 2004, the region has launched a number of incentives, encouraging homeowners to improve energy performance of their dwellings. After an ‘energy grant’ and a ‘renovation grant’, the region has recently launched a revamped Brussels Green Loan.

EU Emission Trading System: Our 5 recommendations for a sensible use of the "Modernisation Fund"

The EU Emission Trading System (ETS), launched in 2005, is a pillar of EU climate policy and the largest system of its kind. Giving a price to carbon and a limited "right to pollute" through Greenhouse Gas (GHG) emission allowances, it should lead to widespread emission cuts. However, the EU ETS has so far failed to deliver, resulting in a carbon price of only €5 and billions of Euros of profits for carbon polluting industries. Moreover, the top-down EU ETS has not been faithful to Europe's democratic model. In the ongoing ETS reform, it is therefore crucial to change its purpose, so it serves the locally driven energy transition.
